What is a
Customs Warehouse?


A Customs Warehouse (CW), often referred to as a “bonded warehouse”, is a customs special procedure eligible businesses can apply to their local customs authorities for permission to use within their own, or a third party storage facilities.

It’s primary use is to delay the payment of import duties and taxes on imported goods. This can aid businesses in a number of ways, such as, improving cash-flow or eliminating duty on re-exported goods.

How Could Customs Warehousing Benefit Your Business?

There are numerous advantages to operating a Customs Warehouse. Some of the most common reasons are:

Import Duty Savings

Imported goods stored under a CW regime which are subsequently re-exported will not be subject to UK import duties.

This creates a direct saving on any re-exported goods subject to UK import duties under standard storage procedures.

Cash-Flow Improvements

Import duty is suspended on imported goods until they are released from the CW.

As a result, import duty is payable in smaller increments closer to the point of sale. This can dramatically improve cash-flow on high value dutiable goods.

Distribution Flexibility

CW can provide a comparable option to operating multiple DCs, due to the suspension of import duty and taxes.

Businesses can distribute from a single location to multiple territories, without incurring an unnecessary duty and tax penalty.

What Are The Strategic Uses?

Businesses from all sectors can benefit from the use of a Customs Warehouse.

It is most effective when used with high-value goods and goods subject to high import or excise duty tariffs.

#1 Duty Management


A Customs Warehouse can be used in a variety of ways to reduce or eliminate import and excise duties on imported goods. For example, timing the release to free-circulation on goods subject to quotas or eliminating duty on re-exported goods.


#2 Cash Flow


By suspending import duty and VAT when goods are imported, the tax point is delayed until they are released to free-circulation. This is usually closer to the point of sale and can be paid using a duty deferment account to increase cash-flow by a further 15-45 days after the goods have been dispatched.

#3 Preferential Origin


By storing goods under “customs supervision”, goods eligible for preferential treatment in the country of destination may be able to retain preferential status when they are stored and distributed from the UK.

#4 Distribution Strategies


The UK is a popular location for servicing sales in Ireland and mainland Europe. Using a Customs Warehouse may avoid the need to operate a second facility in the EU by eliminating import duties on goods sold outside the UK.

Record Keeping

A successful application is underpinned by a business’s record keeping practises. Simple operations may be managed in spreadsheets or within an existing WMS. More complex operations may require a more robust solution in the form of a Duty Management System (DMS)

Financial Guarantees

A customs guarantee is a financial security required by HMRC. Since 2021, it is not a mandatory requirement and HMRC will carry out a financial assessment during the application stage to determine if it is necessary to provide one or not.

Simplified Procedures

For e-commerce operations or any process where outbound speed and efficiency is critical, a supporting application for Simplified Customs Declaration Procedures may be necessary. This allows the customs process to be managed post-dispatch, avoiding any potential customs delays and reducing the administrative burden.

In vs Outsourcing

If your business chooses to use a DMS, a natural consideration is whether you would benefit from bringing customs declarations inhouse, or continue to use a third-party clearance agent. This may require a larger upfront investment, but can create longer-term savings
